The clock on a discrimination complaint starts the day it happens.
Federal employees have 45 days to contact an EEO counselor. Miss it, and a strong case can be dismissed before anyone looks at the facts. This free course teaches members and stewards how to protect their rights, from the first conversation to a final decision.
What you will be able to do
Spot it
Recognize the protected bases under federal and DC law, including reprisal, which protects witnesses and stewards as well as the person who files.
Keep it alive
Know every deadline from counselor contact to federal court, and the choice between an EEO complaint and a grievance that can't be undone.
Prove it and fix it
Understand what has to be shown at each stage, what evidence moves a case, and what relief an agency can be ordered to provide.
Twelve modules in four units
Take them in order or jump to what you need. Each module ends with a short knowledge check.
For EEO counselors
Counselor Track
Training for new federal EEO counselors, built around the eight topics EEOC Management Directive 110, Chapter 2, requires: the Part 1614 process, the counselor's role, the laws, theories of discrimination, other procedures, remedies, ADR, and hands-on practice. It's blended: about 22 hours of self-paced study, including case files and primary-source workbooks, plus four 3-hour live, instructor-led virtual sessions. It ends with a 45-question final and a certificate.
Annual Refresher, FY2027
The 8 hours of continuing training MD-110 requires every fiscal year: this year's legal and policy changes, the EEOC's proposed Part 1614 rewrite, new decisions, harder intakes, documentation, and settlements that hold. It ends with a 20-question assessment and a certificate.

- The site records each learner's active study time, and certificates report it
- Live sessions are led by VSCE Corp. instructors
- Agency seats and LMS (SCORM) packages: admin@cphire.co
- Your agency decides whether a course meets its MD-110 obligation
Who it's for
Members
Federal and DC government employees who want to understand their rights before something goes wrong, or who are deciding what to do right now.
Stewards and representatives
The first person a coworker tells. Look for the steward tips in each lesson: intake questions, documents to request early, and the election trap in the grievance procedure.
